HKCAAVQ Council Members Mr Anthony Chan & Dr Miranda Lou receive Medal of Honour (MH)
The 2024 Honours List and Justices of the Peace (JPs) appointments are published in the Government Gazette on July 1 2024. Mr Anthony Chan Tung-shan and Dr Miranda Lou Lai-wah, Council Members of HKCAAVQ, received Medal of Honour (MH).
The HKSAR Government commended Mr Chan for his contributions to the development of the Qualifications Framework and self-financing post-secondary education in Hong Kong. Dr Lou received MH for her active service on various government committees, especially the Standing Commission on Civil Service Salaries and Conditions of Service, and awarded her the Honours in recognition of her contributions.
Hon Rock Chen Chung-nin, Chairman of the HKCAAVQ, congratulated the two Council members on receiving the Honours, which is a testament to their dedication in serving the community, benefiting society, and contributing to Hong Kong's qualifications framework, self-financing post-secondary education, and various public services.
A total of 502 persons have been awarded on the Honour list and 59 persons have been appointed by JPs by the Chief Executive this year.

HKCAAVQ enters into Memorandum of Understanding with Kazakhstan's Independent Agency for Accreditation and Rating (IAAR)
The Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) is pleased to announce that it has entered into a Memorandum of Understanding (MoU) with the Independent Agency for Accreditation and Rating (IAAR) of Kazakhstan.
The MoU was signed by Ms Alina Zhumagulova, the General Director of IAAR and Mr Albert Chow, Executive Director of HKCAAVQ on 26 June 2024. Dr Timur Kanapyanov, Deputy General Director, IAAR, Dr Joe Hong, Deputy Executive Director (Academic), Dr Sau Mee Chiu, Deputy Executive Director (VPET) witnessed the virtual ceremony.
The MoU will enable HKCAAVQ and IAAR to work closely together to develop and promote good practices in higher education and vocational education and training (VET) quality assurance, as well as collaborate on quality assurance projects related to the higher education sector in both jurisdictions. Both agencies are strongly committed to enhancing their local institutions' competitiveness at the global level.
Established in 2011, IAAR is a non-governmental and non-profit organization. It aims to improve the competitiveness of both higher education institutions as well as technical and professional organisations of the Republic of Kazakhstan on the national and international level by conducting institutional and programme accreditation procedures and academic ratings (rankings). It also carries out consultancy and support work to assist institutions in the development of their internal quality assurance and prepare them for accreditation. Revised Fee Schedule for Continuing Professional Development (CPD) Activities
As the appointed Assessment Authority by the Insurance Authority, the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) is pleased to offer assessment and vetting services for CPD activities. To ensure that we are able to continue to provide high-quality services, the fee for the assessment of CPD activities will increase 2.1%, taking effect from 1 June 2024. The revised fee schedule will be found in relevant Guidance Notes on the HKCAAVQ website after the effective date.
