The world is fast-changing and in this new era of innovation, ˰ޢԘ஺ᜊʷdϾίவࡈ̂တ௴อܠၪ
education is no exception. The advancement in technology and ٙอࣛ˾d઺ԃ͵Νᅵࠦ࿁ᔷᜊf߅Ҧ
proliferation of internet access have led to increasing prominence ೯࢝dၣഖᔧႊܢ஺ᓒ࢝d˿ၣɪኪ୦
of online or blended learning in education and training around the א૿Υᅼόኪ୦جίΌଢٙ઺ԃʿ੃
globe. In response to this emerging trend and having successfully ৅ޢdฏᜑ౷ཁfΪᏐϤᒈැd൙ᄲ҅Ϙ
piloted the first accreditation of an online programme, HKCAAVQ ۃʊҁϓ࠯֚ၣɪሙ೻ٙ൙ᄲʈЪfϤ
released our new accreditation standards and associated evidence ̮d൙ᄲ҅ၝഐεϋ຾᜕ϾՓ֛əอٙ
guides effective from 1 April 2019 which also apply to the ൙ᄲᅺ๟ʿ޴ᗫ൙ᄲᗇኽኬˏdϞᗫᅺ
accreditation of online learning programmes. In 2018, we have ๟࿁ၣɪሙ೻൙ᄲ؂ਕΝᅵቇ͜dԨʊ
kicked off our discussions with sister QA agencies in the Quality ׵2019ϋ4˜1˚ৎ͛ࣖf׵2018ϋdఱ
Beyond Boundaries Group on this new area of quality assurance ၣɪሙ೻೯࢝ձ൙ᄲ዁Ъԫ֝d൙ᄲ҅
with the aim to foster closer cooperation and facilitate exchange ၾΝ᙮˜ሯ९ೌᗙޢ™ၣഖٙሯ९ڭᗇ
of information and intelligence in the related developments and ྫМʊ࢝කীሞdಂૐ༺Їၡ੗ΥЪd
technicalities. Our presentation at the Going Global 2018 also ༟ৃʝ౬ձʱԮfҢࡁ׵Going Global
highlighted some of our experience and observations in the 2018ึᙄٙစᑺʕd͵࢝ͪə൙ᄲ҅ί
accreditation of online learning programmes. ၣɪሙ೻൙ᄲ˙ࠦٙ຾᜕ձᝈ࿀f

Busy time flies in the blink of an eye. Much has been achieved ࣛΈ࠭஻d˚˜ν૞fΫૐཀ̘ɓϋd
and, with the support from our stakeholders, we are hopeful that Ϟ፠΢ܵ΅٫ٙ˕ܵd൙ᄲ҅ٙʈЪ՟
more could be done in the future. HKCAAVQ is ready for new ੻޴຅ආ࢝dҢࡁಂ޸͊Ըঐ੄ᘱֻක
opportunities, as well as possible challenges that we could face. We ԸdΎ௴Գᐶf൙ᄲ҅ʊЪλ๟௪dڎટ
are committed to continuous enhancement in the quality of our work, อዚ༾ձอܿ኷fҢࡁߧɢܵᚃ౤ʺʈ
and be proactive and responsive to new service demands. On-going Ъሯ९d࿁อ؂ਕცӋጐ฽ΫᏐfҢࡁ
engagement with our stakeholders is crucial and always accorded ͵৷ܓࠠൖၾܵ΅٫ڭܵၡ੗๖ஷձஹ
with high priority. ᖩf

Looking ahead, we are excited also because HKCAAVQ will be ׳଻͊Ըd൙ᄲ҅ਗ਼׵2020ϋڎԸɧɤ
celebrating our 30th anniversary in 2020. At this remarkable time մϋႦᅅٙዝ̦ࣛՍf൙ᄲ҅ঐ༺Їவ
in the HKCAAVQ’s history, as we look back, we must thank our ࠠࠅٙԢ೻຦dҢࡁহːชᑽཀֻٙ΋
predecessors who had shared their vision in promoting the quality of ᚨdኯᔟ˼ࡁ৷ᓼჃᝓe࿁઺ԃሯ९ٙ
education and training in Hong Kong and contributed and laid a solid ᆠ༐e׬ࠋձ্ᘠdމ൙ᄲ҅ɧɤϋԸ
foundation over the past three decades. In celebration of the decades ٙ೯࢝ఢɨᖢ਄࣬ਿfމᅅज़ɧɤմϋ
of success, there will be a number of initiatives and celebrative events ߏׂd൙ᄲ҅ਗ਼ᘪ፬ɓӻΐٙၚ੹ݺਗ
to be staged. Announcements will be made on the HKCAAVQ’s ձ܁ෂࠇྌdΣɽ࢕࢝ͪҢࡁрɢٙϓ
website. ؈fϞᗫݺਗٙ༉ઋd೹ܝਗ਼׵൙ᄲ҅

Last but not the least, I would like to take this opportunity to thank ௰ܝdҢซᔟϤዚึΣ൙ᄲ҅˴ࢩʿɓ
our Council Chairman and Council Members for the wise counsel and ଺ϓࡰ͟হߧᑽd˼ࡁ˸౽ᅆჯኬdɦ
