The Hong Kong Council for Accreditation of Academic and Vocational ࠰ಥኪஔʿᔖุ༟ዝ൙ᄲ҅€൙ᄲ҅ۃԒ
Qualifications (HKCAAVQ), formerly known as the Hong Kong Council for މ࠰ಥኪஔ൙ᄲ҅d׵1990ϋϓͭd˸ዹͭ
Academic Accreditation (HKCAA), was established in 1990 as an independent ٙج֛ήЗމ࠰ಥ৷ഃ઺ԃዚ࿴ٙኪЗሙ
statutory body to provide authoritative advice on academic standards of ೻ආБေᄲf
degree programmes in higher education institutions in Hong Kong.

In 2007, the Council was reconstituted under the HKCAAVQ Ordinance ൙ᄲ҅׵2007ϋ࣬ኽ࠰ಥኪஔʿᔖุ༟
(Chapter 1150). HKCAAVQ took on responsibility for the vocational sector ዝ൙ᄲ҅ૢԷ‘€ୋ1150௝ҷଡ଼މ࠰ಥኪ
and statutory roles as the Accreditation Authority and Qualifications ஔʿᔖุ༟ዝ൙ᄲ҅f࣬ኽኪஔʿᔖุ༟
Register Authority under the Hong Kong Qualifications Framework ዝ൙ᄲૢԷ‘€ୋ592௝d൙ᄲ҅ٙᔖᛆᇍ
(HKQF) under the Accreditation of Academic and Vocational Qualifications ఖᓒ࢝Їᔖุ੃৅ޢйdԨᐏ։΂މ༟ዝݖ
Ordinance (Chapter 592). ࿴ɨٙ൙ᄲ຅҅ʿ༟ዝΤ̅຅҅f

HKCAAVQ provides quality assurance and assessment services to ൙ᄲ҅މ઺ԃʿ੃৅ዚ࿴eሙ೻ᐄ፬٫ձ̹
education and training institutions, course providers and the general ͏ɽ଺౤Զၾሯ९ڭᗇϞᗫٙ൙ᄲʿ൙ࣨ
public. In addition to its statutory roles, HKCAAVQ also provides advisory ؂ਕfৰᄵБՉج֛ᔖঐ̮d൙ᄲ҅͵މ݁
and consultancy services in education qualifications and standards to ִ௅ژձՉ˼ྠ᜗ఱ઺ԃ༟ዝʿᅺ๟ԫ֝
government bureaux and other organisations in Hong Kong and the Asia- ౤Զᚥਪ؂ਕf
Pacific region.

HKCAAVQ is governed by its Council comprising local and non-local ൙ᄲ҅͟൙ᄲ҅ɽึ္၍dɽึϓࡰܼ͉̍
members. The Council of HKCAAVQ is established under section 3 of ήձڢ͉ήϓࡰf൙ᄲ҅ɽึ࣬ኽ൙ᄲ҅ૢ
the HKCAAVQ Ordinance. Its Chairman, Vice-chairman and members are Էୋɧૢϓͭf˴ࢩeਓ˴ࢩʿϓࡰѩ˸Չ
appointed by the Chief Executive of Hong Kong Special Administrative ࡈɛΤ່͟࠰ಥतйБ݁ਜБ݁ڗ֜࣬ኽ
Region in their personal capacity under the HKCAAVQ Ordinance. ൙ᄲ҅ૢԷ։΂f
