Executive Director’s Report
ᐼԫజѓ
In regard to the international engagement, HKCAAVQ continued ίყஹᖩձΥЪ˙ࠦd൙ᄲ҅ၾή
its discussion and collaborations with our strategic partners in the ਜሯ९ڭᗇഄଫྫМdఱΝᗫءٙԫ
international QA community in areas of mutual benefits. Built on the ֝ڭܵၡ๖ஷձΥЪfεϋԸd൙ᄲ
trust we established with the Quality Assurance Agency for Higher ҅ၾߵ৷ഃԃሯ९ڭᗇዚʊܔͭ
Education (QAA) of the United Kingdom (UK), a joint exercise was ڦfίவਿᓾɪdҢࡁၾߵ৷ഃ
conducted by the QAA and HKCAAVQ for the UK’s transnational ԃሯ९ڭᗇዚఱߵί࠰ಥԶٙ༨
education (TNE) provision in Hong Kong in 2018. The positive ήਜሙd2018ϋආБəϣᑌΥᄲ
outcome of the joint exercise demonstrated that the use of peer ൖdᄲൖʈЪϓࣖ݇࿎dνߵ৷ഃ
review and HKQF in the HKCAAVQ’s accreditation exercises and ԃሯ९ڭᗇዚছԮϞڦᚑٙሯ९ڭᗇ
hence the decision made could be relied upon by the credible QA ྫМdίҁϓᄲൖܝdᅠᄳజѓڌ൙
agency in the review of UK TNE. This accomplishment opened ᄲ҅મ͜ΝБ൙Пʿ࠰ಥ༟ዝݖהЪ
new opportunities for HKCAAVQ to move towards establishing ٙ൙֛d࠽ڦ፠fவϣᑌΥᄲൖٙʈ
mutual recognition arrangements with credible QA agencies Ъ᜕dމ൙ᄲ҅ၾήਜԮϞڦᚑٙ
around the world. Moving forward, HKCAAVQ is actively looking ሯ९ڭᗇྫМdί͊ԸઞীܔͭʝႩ
at the possibility for engaging in projects that could lead to more ᙄഃτરක௴อዚ༾f࢝ૐਗ਼Ըd൙ᄲ
recognition for HKCAAVQ-accredited programmes which are listed ҅ึᘱᚃጐరҬዚึdਞၾत֛ධͦ
in the Qualifications Register (QR). We strongly believe this is also of ࠇྌd߁ঐމ༱ΐ༟ዝΤ̅ɪϾ൙
relevance and importance to the learners in Hong Kong. ᄲ҅൙ᄲٙሙdᐏ՟һεႩ̙fҢࡁ

In December 2018, HKCAAVQ was invited to speak at the 2018ϋ12˜d൙ᄲ҅ᐏᒗՑဧ̈ࢩ
International Forum for VET Statutory Institutions hosted by the ͟یᒵሯ९ڭᗇዚ˴፬e˸ᔖุਖ਼
Korean Skills Quality Authority (KSQA) in Seoul, with the theme of ʑԃሯ९ڭᗇყΥЪሞእމᕚe
“Quality Assurance of Vocational Education and Training through މᔖุԃၾج֛ዚϾᑘБٙ
International Cooperation”. New collaborative opportunities with ሞእf༈ዚՉܝ2019ϋ3˜Ϋஞ൙
KSQA were further discussed during the visit by KSQA to HKCAAVQ ᄲ҅dᕐ˙࢝ක࿁༑dݻሔ͊ԸٙΥЪ
in late March 2019. The 2-day visit was a fruitful one as KSQA met ˙ΣfމಂՇ˚ٙΫஞʕdیᒵሯ९ڭ
with representatives of HKCAAVQ, QFS, Employees Retraining Board, ᗇዚʱйՑஞ൙ᄲ҅e༟ዝݖ।ࣣ
MTR Academy etc. These discussions facilitated the understanding ஈe྇ࡰΎ҅ʿಥ᚛ኪ৫ഃዚd
by KSQA of the roles and implementation of the HKQF in respect Ԩၾዚ˾ڌʹݴ᜕ձจԈf݊ϣ
of design and delivery of vocational and professional education and ʹݴᜫیᒵሯ९ڭᗇዚ̋ଉ࿁࠰ಥ༟
training as well as the up-skilling of the workforce in Hong Kong. ዝݖٙə༆dतйఱഹ༟ዝݖ࿁ᔖ

On the regional front, we started extending our footprints to the ЇၾቌڐήਜٙΥЪ˙ࠦdΪᏐຽಥ
nearby Guangdong Province and Macao SAR in line with the ዦɽᝄਜ೯࢝ცࠅd൙ᄲ͍҅ක࢝ၾᄿ
Greater Bay Area initiative. In support of the implementation of ؇ʿዦژतйБ݁ਜٙݻሔf2018
the Guangdong QF, HKCAAVQ and QFS were invited to meet ϋ12˜ʿ2019ϋ1˜d൙ᄲ҅ʿ༟ዝݖ
and discuss with the Department of Education of Guangdong ।ࣣஈᐏᒗၾᄿ؇ԃᝂึࠦdఱ
in December 2018 and January 2019 on the engagement in ᄿ؇މྼ݄Ԓԃ༟ዝ࣪ݖਗ਼ࠅપ
collaborative projects that would pave the way for the launch of the ̈ٙධણ݄dݻሔЪࠇྌձτરf
various initiatives and measures underpinning the Guangdong QF.
