The composition of the Council’s membership includes members who ൙ᄲ҅ɽึϓࡰѩՈ௪ၾሯ९ڭᗇ޴ᗫ຾
have quality assurance or accreditation related expertise or experience and ᜕dאί઺ԃe੃৅אՉ˼БุኹϞ௫̈຾
good standing in the field of education and training or in any industry. The ᜕ձᑊૐfɽึʘ຅್ϓࡰܼ̍઺ԃ҅੬΂
Permanent Secretary for Education or his representative and HKCAAVQ’s ।ࣣڗאՉ˾ڌʿ൙ᄲ҅ᐼ฀ԫf
Executive Director are ex-officio members.

The functions of the Council are defined in the HKCAAVQ Ordinance (Cap 1150):

1 Conduct accreditation tests in relation to institutions, ఱᐄ፬٫e൙Пዚ࿴eආࡌࠇྌe༟ዝʿࡈ
assessment agencies, learning programmes, qualifications ɛආБ൙ᄲϽࣨi
and individuals;

2 Promote the methods and practices of conducting પᄿආБ൙ᄲϽࣨٙ˙جձྼਕi
accreditation tests;

3 Disseminate information on standards of learning ೯̺ᗫ׵ආࡌࠇྌٙᅺ๟ٙ༟ࣘi
programmes;

4 Establish relationships with accreditation or QA bodies; ၾ࠰ಥ˸̮ή˙ٙ൙ᄲאሯ९ڭᗇྠ᜗ʿ
and education and training authorities outside Hong ઺ԃʿ੃৅˴၍຅҅ܔͭᗫڷi
Kong;

5 Conduct seminars, conferences and other forms of ᘪ፬אᑘБ޼ীึeึᙄאՉ˼Җόٙ઺ኬ
instructional or promotional activities; ׌אપᄿ׌ٙݺਗi

6 Conduct or commission research into the maintenance ࿁ၪܵא္࿀઺ԃʿ੃৅ٙᅺ๟ආБ޼Ӻd
or monitoring of the standards of education and of א։ৄ˼ɛ࿁ၪܵא္࿀઺ԃʿ੃৅ᅺ๟
training; and ආБ޼Ӻi

7 Perform any functions outside Hong Kong with the prior ί઺ԃ҅҅ڗԫ΋ҭࡘf
approval of the Secretary for Education.

The Council meets three times a year, i.e. in January, ൙ᄲ҅ɽึӊϋ̜කɧϣึᙄdуɓ˜eʞ
May and September. Subject to section 8(1) of the ˜ձɘ˜dԨ࣬ኽ൙ᄲ҅ૢԷୋɞૢ(1)ணɧ
HKCAAVQ Ordinance, its work is supported by three ࡈ੬ண։ࡰึd՘пՉʈЪj
standing committees:

– Qualifications and Accreditation Committee (QAC) Ñ ༟ዝʿ൙ᄲ։ࡰึ
– Finance Committee (FC) Ñ ৌਕ։ࡰึ
– Personnel and Administration Committee (PAC) Ñ ɛԫʿБ݁։ࡰึ
