Vocational and Professional Accreditation

Accreditation of Vocational Qualifications ᔖุචሙ൙ᄲ
Pathway Programmes
Since the launch of the Vocational Qualifications Pathway (VQP) under І༟ዝݖɨٙᔖุ༟ዝචપ̈˸
the QF, two industries, namely Banking and Elderly Care Service, ԸdვБุձτϼਕุʊՓࠈəБุ
have introduced VQPs for operators to develop learning programmes ٙᔖุ༟ዝචdᜫᐄ፬٫̙࣬ኽܸ֛
based on the competence requirements of specific job roles. ੪ЗٙঐɢࠅӋdணࠇΥቇٙሙf
During the reporting period, a number of VQP programmes జѓಂʫdϞεࡈᔖุචሙᐏ൙
were accredited, including two programmes from the Training & ᄲ༟ࣸdܼ̍ʕვБ࠰ಥϞࠢʮ
Development Centre, Human Resources Department, Bank of China ̡ɛɢ༟๕ʕːމʱБ̈ॶ
(Hong Kong) Limited which were designed for the job roles “Teller” ࡰձଣৌਕ˴ϾணࠇٙՇࡈሙ
and “Financial Services Officer” and were pitched at QF Levels 3 and dʱйࠈމ༟ዝݖୋ3ॴձୋ4ॴf
4 respectively.
In the Elderly Care Service Industry, VQP for three job roles, namely ࣬ኽٟึ၅лٙሙɽၤdτϼਕ
Home Managers, Health Workers and Care Workers were developed ุމɧࡈʈЪ੪Зdܼ̍৫ٸ˴၍eڭ
according to the SWD’s new curriculum specifications for the training ࡰձᚐଣࡰࠈͭəᔖุ༟ዝචfజ
of the three job roles. During the reporting period, seven VQP ѓಂʫdϞɖࡈڭࡰٙᔖุචሙ
programmes for Health Workers were accredited by HKCAAVQ. ᐏ൙ᄲ༟ࣸf
Accreditation of Assessment Agency for ਖ਼ุ༟ዝ൙Пዚ൙ᄲ
Professional Qualifications
In September 2018, EDB introduced the initiative of Recognition ԃ҅2018ϋ9˜ί༟ዝݖɨપ̈
of Professional Qualifications under the QF which allows eligible əਖ਼ุ༟ዝႩ̙fΥ༟ࣸٙዚ̙Σ൙
professional bodies to seek accreditation from HKCAAVQ to become ᄲ҅͡ሗ൙ᄲd˸ϓމ൙Пዚd೯
assessment agencies for issuing professional qualifications that are ༟ዝݖႩ̙ٙਖ਼ุ༟ዝf
recognised under the QF.
“Professional qualifications” refer to qualifications (other than mere ਖ਼ุ༟ዝܸ͉͟ήዚΣܵϞהცኪ
membership status) granted by a bona fide local organisation ዝeՈ௪ܸ֛ϋಂٙБุאਖ਼᜕ุd
to individuals who meet, among others, the requisite academic ˸ʿஷཀᘌࣸഅ༊אྼਕ൙Пٙɛɻ
qualifications plus prescribed years of industry or professional ೯ٙ༟ዝڢॱึࡰ༟ࣸdϾவԬ༟ዝ
experience and have passed through a robust assessment in written ԨڢஷཀࡌଭආࡌሙϾ՟f
or practical format, not underpinned by an associated learning
programme.
Upon successful accreditation by HKCAAVQ and subsequent ϓ̌ஷཀ൙ᄲԨᐏԃ҅҅ڗ։މ
appointment by the Secretary for Education as an assessment ኪஔʿᔖุ༟ዝ൙ᄲૢԷୋ592
agency under the Accreditation of Academic and Vocational ɨʘ൙ПዚܝdϞᗫዚ̙೯
Qualifications Ordinance (Cap. 592), the organisation will be able to ༟ዝݖႩ̙ٙਖ਼ุ༟ዝdԨ̙ɪ༱
issue qualifications recognised under the QF and listed in the QR in ༟ዝΤ̅ɪf
the category of professional qualifications.
