HKCAAVQ accredits academic and vocational and professional ൙ᄲ҅࣬ኽՉ൙ᄲᅺʿۆdމኪஔ
education and training (VPET) programmes by applying its ʿᔖุਖ਼ʑԃሙආБ൙ᄲd˸ᆽڭ
accreditation standards to ensure that the learning programmes and ᐏ༟ዝݖႩ̙ٙሙʿՉᐄ፬٫༺Ց
their operators meet the minimum quality standards for recognition Չ͉ᅺd˙̙༱ΐ༟ዝΤ̅f
under the Hong Kong Qualifications Framework (HKQF) and entry into
the Qualifications Register (QR).
Accredited programmes are placed on the QR, a publicly available ʊஷཀ൙ᄲٙሙdѩ༱ΐ༟ዝΤ̅
website that lists all of the quality assured programmes and ၣࠫɪf༟ዝΤ̅݊ɓࡈʮකٙၣɪ༟
qualifications in Hong Kong, including those offered by the self- ࣘࢫd༱ΐʊஷཀሯ९ڭᗇҏٙሙ
accrediting, publicly-funded universities. Summary reports of ʿ༟ዝdʕܼ̍Ո௪ІБ൙ᄲ༟ዝ༟
accreditation outcomes are published on the HKCAAVQ website to ࣸٙ৫ࣧٙሙʿ༟ዝf൙ᄲ҅ึίՉ

Joint Review with Quality Assurance Agency ၾߵ৷ഃԃሯ९ڭᗇዚ
for Higher Education (QAA), ආБᑌΥᄲൖ
United Kingdom (UK)
HKCAAVQ and QAA have a long history of cooperation underpinned ൙ᄲ҅ၾߵ৷ഃԃሯ९ڭᗇዚϞ
by the Memorandum of Understanding (MoU), which was last ڗಂٙΥЪᗫڷdᕐ˙2019ϋᚃᖦ
renewed in 2019. Both agencies have committed to working together ሓ༆௪ҙdቩոڗಂΥЪਿᓾfᕐ˙
to enhance external quality assurance in both UK and Hong Kong. ߧɢ̋੶Շή̮ٙሯ९ڭᗇdʕ
That includes seeking to strengthen cooperation in the quality ܼ̍రӋ̋੶ί࠰ಥٙߵྤ̮ԃሯ
assurance of UK transnational education (TNE) in Hong Kong. ९ڭᗇ˙ࠦٙΥЪf
Under the provisions of MoU, QAA and HKCAAVQ undertook a ίሓ༆௪ҙٙ࣪ݖɨd൙ᄲ҅ၾߵ
joint exercise in May 2018, involving an accreditation exercise by ৷ഃԃሯ९ڭᗇዚί2018ϋ5˜ආ
HKCAAVQ and a review of the partnership between a UK university БᑌΥᄲൖd༈ᅼόፄΥə൙ᄲ҅ٙሙ
and a local operator in Hong Kong by QAA. ൙ᄲʿߵ৷ഃԃሯ९ڭᗇዚٙ
৫ࣧΥЪᄲൖf
The members of the HKCAAVQ accreditation panel, also the UK QAA ίߵϞᗫ৫ࣧʿՉί࠰ಥٙᐄ፬٫ٙ
reviewers, with the consent of the UK university and its local operator Νจɨdߵ൙ᄲࡰீཀΝࣛዄ࠰ಥ
in Hong Kong, were able to use the information gathered through ൙ᄲʃଡ଼ϓࡰdί൙ᄲ҅ٙ൙ᄲཀʕ
the joint exercise to inform the QAA’s TNE review. This approach ϗණᗫ༟ࣘdԶߵ৷ഃԃሯ९ڭ
was proven to have reduced the administrative burden on the UK ᗇዚίᄲൖࣛЪމਞϽfவ၇˙جಯ
