Council Member of HKCAAVQ, Professor Hau Kit-tai, has been elected Fellow of the International Association of Applied Psychology (IAAP) at the International Congresses of Applied Psychology held in Montreal, Canada in June 2018. Professor Hau is one of the first two Hong Kong scholars to receive this honour. The rank of Fellow is the highest level of membership in IAAP, which is presented every four years to honour distinguished psychologists who have made substantial contributions to applied psychology. Professor Hau is Choh-Ming Li Professor of Educational Psychology, The Chinese University of Hong Kong and Fellow of the American Educational Research Association. He was the former vice-president of the Chinese University of Hong Kong and past-President (2010-2014) of the Educational Psychology Division, International Association of Applied Psychology. Professor Hau was appointed as a Council Member of HKCAAVQ in 2013 and is currently serving. He is also a member of the Qualifications and Accreditation Committee (QAC) and Personnel and Administration Committee (PAC) of the HKCAAVQ Council.
HKCAAVQ Council Member Ms Margaret Cheng, also the Human Resources Director of MTR Corporation (MTRC), has recently been elected as the President of the Hong Kong Institute of Human Resource Management (HKIHRM) for the 2018-2019 term. Ms Cheng has served as a member of the Institute’s Executive Council since 2010 and Vice President from 2011 to 2017. Ms Cheng is a seasoned human resources practitioner with rich senior management experience across geographies and industries. Before joining MTRC, Ms Cheng worked for the Hong Kong Exchanges and Clearing Limited as Group Head of HR and had held senior positions at major financial institutions including HSBC, J.P. Morgan and Citi. As a veteran HR professional, Ms Cheng actively supports the development of the HR profession. She is a Fellow Member and the Chairperson of HKMA’s People Management Committee. On education front, Ms Cheng serves on career advisory boards and mentoring programmes of various tertiary institutions in Hong Kong. She also chairs the Drafting Sub-committee and sits on the Cross-industry Training Advisory Committee for HRM under Qualifications Framework as Vice Chairperson, and is a Member of the Standing Committee on Language Education and Research of the Education Bureau. Ms Cheng is also a Council Member of the HKCAAVQ. On other public service front, Margaret sits on the Standing Committee on Disciplined Services Salaries and Condition of Services and is the Chairperson of its Police Sub-Committee.
HKCAAVQ joins the Federation for Self-financing Tertiary Education (FSTE) as the Co-Organiser of the annual conference, scheduled to be held on 20 June 2019 (Thursday). HKCAAVQ is pleased to announce the signing of the Memorandum of Understanding (MoU) with the Chinese Service Center for Scholarly Exchange (CSCSE), effective from October, for a period of three years. The MoU establishes the mutual understanding and commitment between HKCAAVQ and CSCSE, and aims at seeking opportunities for cooperation and mutual benefit for both organisations in terms of programme verification work. Underpinned by the terms of MoU, both HKCAAVQ and CSCSE vow to forge strategic partnership and collaboration for the development and enhancement of quality of higher education in both jurisdictions. CSCSE is a public organisation under the Ministry of Education (MOE) of the People’s Republic of China. CSCSE mainly engages in international education services and supports Mainland students pursuing and returning from international exchanges. It also plays an important role in the development of international education in the higher education sector in the Mainland.

In support of the implementation of the Credit Accumulation and Transfer (CAT) initiative by the Education Bureau (EDB), HKCAAVQ is pleased to announce the successful completion and launch of the CAT centralised database (CAT database) of CAT information and articulation arrangements with a dedicated search function, as an integral part of the publicly searchable Qualifications Register (QR). This CAT database will enhance not only the transparency and dissemination of credit transfer information and articulation arrangements between institutions and programmes but also the availability of CAT arrangements on the quality assured qualifications contained in the QR. Funded by the Quality Enhancement Support Scheme, this CAT database has been constructed in due consultation with representatives from major stakeholder groups to ensure the applicability, relevancy, and user-friendliness of its search interface and the CAT information being disseminated. CAT database is an important QR initiative as well as a useful web-tool to minimise duplication of learning and facilitating the realisation of the Qualifications Framework’s policy directive in promoting life-long-learning. HKCAAVQ is organising a series of information seminars and guidance workshops to support the implementation of Labour and Welfare Bureau’s enhancement measures. One of these enhancements requires that all CEF courses offered by non-self-accrediting providers registered before May 2008 must now be accredited by HKCAAVQ and uploaded onto the Qualifications Register, within 4 years from 1 April 2019, in order to maintain their CEF registration. Information seminars Information seminars will be held at the HKCAAVQ office starting from mid October 2018. The information seminars will cover the processes and procedures of the collective accreditation approach to be used as well as supports from HKCAAVQ. Date and time of the information seminars together with the registration form can be accessed here. Existing non-self-accrediting providers offering CEF courses registered before May 2008 should attend the information seminars. Guidance workshops HKCAAVQ will also organise guidance workshops for non-self-accrediting providers to introduce them to the accreditation standards and assess their readiness to seek accreditation. Details will be available at a later stage. Collective accreditation approach timeline Accreditation of CEF courses offered by non-self-accrediting providers registered before May 2008 will be conducted using a collective accreditation approach. This approach is tailored to courses of a similar nature grouped by their domain offered by the same or different course providers. The indicative timeline is as follows. To facilitate VPET operators’ forward planning, the Vocational and Professional Accreditation (VPA) Unit has initiated a pilot service to publish the available accreditation time slots on HKCAAVQ’s e-Portal starting from October 2018. The time slots represent the document submission dates, which mark the readiness of the Operator for the commencement of an accreditation exercise. This initiative aims to enhance transparency of the accreditation process and to facilitate communication between HKCAAVQ and Operators in the VPET sector for planning the upcoming accreditation exercise together. Operators may indicate their preferred time slot for submission of accreditation documents.
