Under the Continuing Professional Development (CPD) Programme of the Insurance Intermediaries Quality Assurance Scheme (IIQAS), a new mechanism has been launched to recognise Insurance Learning Programmes and Insurance-Related Learning Programmes accredited under the Qualifications Framework (QF) as qualified CPD activities. Learning programmes on the Qualification Register (QR) being categorised under the insurance industry will be automatically recognised as qualified CPD activities. Learning programmes on the QR having insurance-related contents but not categorised under the insurance industry can be recognised as qualified CPD activities subject to the vetting of HKCAAVQ. The Guidelines on the Four-stage Quality Assurance Process under the Qualifications Framework (QF) and some of the accreditation tools have been updated and published on this website under “Four-stage Quality Assurance Process” with effect from 25 March 2015. The tools incorporate feedback collected at the focus group meetings held in January 2015 as well as recent government initiatives such as graduate profile, credit transfer accumulation (CAT) and QF credits. The Quality Assurance Agency for Higher Education (QAA) has published a report titled Employer Engagement: Emerging Practice from QAA Reviews. It provides an overview of emerging effective practices in relation to the engagement between higher education providers and employers in order to support UK higher education providers in enhancing their practice. This report is based upon an analysis of over 200 published reports arising from QAA reviews that have taken place since September 2010, supplemented by an analysis of a sample of providers’ self-evaluation documents submitted in support of their QAA review. In support of the implementation of the Education Bureau’s Credit Accumulation and Transfer (CAT) initiative under the Qualifications Framework (QF), the HKCAAVQ has enhanced the search function of the Qualifications Register (QR) to identify operators and programmes that have Credit Accumulation and Transfer (Institutional) [CAT(I)] and Credit Accumulation and Transfer (Programme) [CAT(P)] arrangements in place. With the enhancement of the CAT features in the QR on 2 January 2015, users can now conduct searches for operators who operate learning programmes that have CAT(I) and/or CAT(P) arrangements indicated on the QR. In support of the Specifications of Generic (Foundation) Competencies (SGC) formulated by the Education Bureau under the Qualifications Framework (QF), the HKCAAVQ has created a new Qualification Type, namely, Specification of Generic (Foundation) Competencies-based Programmes (SGC). Specification of Generic (Foundation) Competencies (SGC)-based programmes refer to education and training courses that adopt the Specifications of Generic (Foundation) Competencies (SGCs) formulated by the Education Bureau under the Qualifications Framework (QF) as the main basis for curriculum design. SGC covers four strands of foundation skills, namely English, Chinese, Numeracy and Information Technology. The learning content of these courses are primarily based on the SGC, while the learning outcomes match with the performance requirements and outcome standards as set out in the SGC. In support of the Education Bureau’s Policy for Credit Accumulation and Transfer (CAT) under the Qualifications Framework (QF), the HKCAAVQ has enhanced the search function of the Qualifications Register (QR) to identify programmes and operators that have CAT arrangements in place. With the launch of the second phase of the CAT features on QR on 7 October 2014, users can now conduct searches for operators who operate learning programmes that have CAT information indicated on the QR. In accordance with Section 5(2)e of the HKCAAVQ Ordinance (Cap. 1150), the Permanent Secretary for Education has, under delegated authority, approved a fee increase of 9% for accreditation services provided by the HKCAAVQ. The revised fees will be effective for accreditation exercises with service agreements signed on or after 1 October 2014. The revised fee schedule is available on the web pages under “Accreditation”.
The HKCAAVQ is engaged by the Education Bureau to provide qualifications assessment services for prospective teachers with overseas qualifications who wish to apply for teacher registration in Hong Kong.
