HKCAAVQ attends CBQAN 2nd General Assembly in Dublin

HKCAAVQ attended the 2nd General Assembly of the Cross-border Quality Assurance Network in Higher Education in Asia and Europe (CBQAN) on 19 December 2018, the day following the Quality and Qualifications Ireland (QQI)’s Asia-Europe Forum on Quality and Recognition of Transnational Higher Education.

Initiated by China Academic Degrees and Graduate Education Development Center (CDGDC), the establishment of CBQAN aims to build a platform to know, understand and learn from each other, to promote communication among organisations and projects, and to improve the quality and international recognition of cross-border education models, such as jointly running schools, distance education and the third-party education.

On 19 December, CBQAN held its 1st Council Meeting cum 2nd General Assembly. The meeting was attended by quality and recognition agencies from China, Hong Kong, United Arab Emirates, Latvia, Spain, Germany, UK and Ireland.  Dr Sandra Wong, Deputy Executive Director (Vocational & Professional Education and Training), attended the meeting on behalf of Executive Director of HKCAAVQ. During the meeting,  the first Council of CBQAN was constituted and approved with the following composition –

President:

  • Mr Huang Baoyin, Director-General of China Academic Degrees and Graduate Education Development Center (CDGDC)

Vice President:

  • Ms Cloud Bai-yun, Chief Executive Officer of UK NARIC

Directors:

  • Mr Albert Chow, Executive Director of Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ)
  • Dr Bryan Maguire, Director of Quality and Qualifications Ireland (QQI)
  • Ms Rowena Pelik, Director of Quality Assurance Agency for Higher Education, UK (QAA)

The assembly has made progress of normalisation and institutionalisation of CBQAN. Exchange of practical experience and ideas during the meeting has also enhanced mutual understanding among attending agencies, which paves way for more collaborations to come.

As regards the Asia-Europe Forum on Quality and Recognition of Transnational Higher Education, it provided an opportunity for quality assurance agencies worldwide to learn about policy developments, as well as share insights and updates in the transnational education (TNE) field. During the Forum, keynote speaker Prof. Dr. Marijk van der Wende gave his presentation on the topic “Transnational higher education provision between Asia and Europe – trends, issues and opportunities”, in which he highlighted some major findings of a longitudinal research of TNE provision around the globe.
