Chairman’s Message

Education is the pillar that the future of our society rests upon.  It gives Hong Kong its competitive edge and has supported our city’s transformation into a modern knowledge-based economy.  This development of our society requires assurance to all those who study, work and invest in Hong Kong that the qualifications offered meet minimum quality standards and that pathways are clearly defined and available to upgrade the skills and knowledge of the workforce.

With over a quarter of a century of experience in quality assurance, The Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ)’s role is to safeguard the credibility of qualifications under the Qualifications Framework (QF) and support the enhancement of the quality of education and training in Hong Kong.  In order to perform our statutory functions and to deliver high quality services to meet the varied needs, we engage and maintain close communications with a diverse group of stakeholders; they include policy makers, other quality assurance bodies, professional bodies and programme providers in both the post-secondary sector and the vocational and professional education and training sector.

In the world of education, sound quality is paramount; and quality relies on the rigorous reviews which build on a robust quality assurance framework and a system of agreed standards.  As one of the key players in the sector, HKCAAVQ endeavours to work in concerted efforts with our peers and stakeholders to continue to strengthen our work and work towards achieving harmonisation of the quality assurance approaches.

To allow our organisation to perform effectively, to grow and to innovate, we have revised our Vision and Mission statements in 2015 and developed a roadmap in a four-year Strategic Plan which will support the fulfilment of our responsibilities.  To keep in pace with the fast developments in the sector, we will remain alert and vigilant and ensure that our processes are current, relevant and responsive to changing circumstances and emerging trends. 

Over the past few decades, the education landscape in Hong Kong and all over the world has undergone significant changes and it continues to evolve.  The education reforms, internationalisation and technological developments have led to growing public interest in the standards and quality of education provision.  All of these require a focus on ways to foster continuous improvement and closer communication and cooperation.  HKCAAVQ is looking forward to working hand-in-hand with our stakeholders to meet these challenges and to make the most of the opportunities that come with these challenges.

Education requires long-term commitment, so does quality assurance.  Looking back at our modest beginnings in the 1990s, we have achieved much but there is still more to do.  We owe our success to the strong foundation built by our predecessors, and our continued success hinges upon the support and partnership of numerous practitioners. 

Our future is full of potential, and together we can reach it.
