Education is the pillar that the future of our society rests upon.  It gives Hong Kong its competitive edge and supports our community’s transformation into a modern knowledge-based economy.  This development of our society requires assurance to all those who study, work and invest in Hong Kong that the qualifications offered meet minimum quality standards and that pathways are clearly defined and available to upgrade the skills, competence and knowledge of the workforce in Hong Kong.

With over 30 years of experience in quality assurance, the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ)’s role is to safeguard the credibility of qualifications under the Qualifications Framework (QF) and facilitate the continuous quality enhancement and excellence of education and training in Hong Kong through our accreditation, assessment, quality audit and consulting services.  In order to perform our statutory functions and to deliver high quality services to serve the sector, we engage and maintain close communications with a diverse group of stakeholders. They include policy makers, other quality assurance agencies, professional bodies, regulatory authorities and programme providers in both the post-secondary education sector and the vocational and professional education and training sector.

In the world of education, quality is of paramount importance; and quality relies on the rigorous reviews which build on a robust quality assurance framework and a system of internationally accepted standards and practices.  As one of the key players in the local and international quality assurance communities, HKCAAVQ endeavours to work in concerted efforts with our peers and stakeholders to continue to strengthen our quality assurance process and practices.

To reflect our commitment to high quality services, growth and innovation, we have revised our Vision and Mission statement and have published the Strategic Plan 2019 – 2023 to guide our work over the next four years. This strategic plan came after the scheduled internal reflection and review, consultation with key stakeholders and having sought the HKCAAVQ Council’s approval.   To keep in pace with the fast developments in the sector, we will remain vigilant and ensure that our quality assurance approaches and processes remain effective, relevant and responsive to emerging trends of the sector.

Over the past few decades, the education landscape in Hong Kong and all over the world has undergone significant changes and it continues to evolve.  The education reforms, internationalisation and technological advancement have led to growing public interest in the standards and quality of education provision. It is increasingly important to promote the improvement of quality, not just to ensure that quality is maintained. This shifts the emphasis from quality assurance to quality enhancement.  Facilitation of quality enhancement and excellence in education and training becomes a shared goal of institutions and quality assurance agencies.  To this end, HKCAAVQ is committed to fostering closer discussions and collaboration with the Government, operators, specialists and quality assurance counterparts in and outside Hong Kong.  We look forward to working hand-in-hand with our stakeholders to meet these challenges and to make the most of the opportunities that come with these challenges.

Education requires long-term commitment, so does quality assurance.  Looking back at our modest beginnings in the 1990s, we have achieved much but there is still more to do.  We owe our success to the strong foundation built by our predecessors, and our continued success hinges upon the support and partnership of numerous practitioners.

Our future is full of potential, and together we can reach it.
