The Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) is committed to serving your needs in an efficient way. Listed below are the "service standards" we have set for ourselves. We shall keep to these standards and strive to do even better.

General Contact

HKCAAVQ will:

  • stay open between 8:45 am and 5:45 pm, Monday to Friday;
  • answer all telephone calls within 6 ring tones during office hours;
  • return all messages left on our answer machine after normal office hours on the next working day;
  • respond to all general enquiries within 2 working days;
  • update changes of our client’s contact details on our databases within 1 working day after being notified of them;and
  • publish latest procedures on our core services within 5 working days.

Accreditation

(HKCAAVQ has been responsible for accrediting non-university tertiary institutions and the programmes of study run by them at degree and sub-degree levels since 1991)

HKCAAVQ will:

  • explain to our clients the accreditation processes and criteria so that they can make an informed decision as to whether it is the right time to proceed with the accreditation; and
  • respond in writing to our client’s subsequent enquiries / responses within 5 working days.

Qualifications Assessment

(HKCAAVQ has provided non-binding professional opinions on the totality of academic attainment achieved by individuals since 1994)

New Application

HKCAAVQ will:

  • acknowledge receipt of an application within 2 working days;
  • seek additional supporting evidence from the applicant, if necessary, within 5 working days;
  • inform the applicant the assessment outcome or progress of the assessment within 15 working days; and
  • respond to subsequent enquiries / responses within 5 working days.

Assessment of Non-local Courses

(HKCAAVQ has been the named advisor to the Registrar of Non-local Courses under the Non-local Higher and Professional Education (Regulation) Ordinance since 1997)

New Application & Annual Return

HKCAAVQ will:

  • send any request for supplementary information within 3 weeks of receiving an application from the Non-local Courses Registry; and
  • respond to subsequent enquiries / responses within 5 working days.

Active Course

HKCAAVQ will:

  • complete the assessment of proposed course amendments and their implications for course registration within 6 weeks of receiving a referral from the Non-local Courses Registry.

Assessment of Continuing Professional Development Programme for Insurance Intermediaries and Estate Agents

(HKCAAVQ has been the assessment authority appointed by the Insurance Authority and Estate Agents Authority since 2001 and 2005 respectively)

Application for Assessment / Re-assessment

HKCAAVQ will:

  • send the first letter seeking supplementary information within 5 working days;
  • respond to subsequent enquiries / responses within 5 working days;
  • complete the assessment report or inform the applicant on the progress of the assessment four weeks after the date of application; and
  • update the list of approved CPD activities on the HKCAAVQ website within 5 working days.

Application for Amendment

HKCAAVQ will:

  • seek supplementary information within 5 working days, if necessary; and
  • notify within 20 working days.

Assessment of Reimbursable Courses for Continuing Education Fund (CEF)

(HKCAAVQ has been the sole advisor on the registrability of CEF courses since 2002)

New Application

HKCAAVQ will:

  • provide advice to the client if the application is incomplete within 2 working days;
  • send the first letter seeking supplementary information within 5 working days;
  • respond to subsequent enquiries / responses within 5 working days; and
  • recommend to the Labour and Welfare Bureau on the course registrability within 40 working days.

Course Amendment

HKCAAVQ will:

  • clarify rationale for course amendments, if necessary, within 2 working days; and
  • complete straightforward amendment within 5 working days.

Qualifications Register (QR)

(HKCAAVQ is the QR Authority as stipulated in the Accreditation of Academic and Vocational Qualifications Ordinance (Cap 592))

Answering Public Email Enquiries on QR

HKCAAVQ will:

  • answer email enquiries or provide interim replies (as necessary) within 3 working days.

Vetting of QR Entries

HKCAAVQ will:

  • provide a completion time-line of vetting the uploaded entries to the requesting party within 3 working days.
