The new Council is composed of 15-21 Members appointed by the Chief Executive. Its composition reflects well-mixed expertise and experience in quality assurance, education and training as well as closer link with the industrial sectors and Education Bureau. The Council membership continues to maintain its international perspective by including 4-7 Members from outside Hong Kong.

The inaugural Council has 21 Members, including 5 non-local Members. Dr York Liao, the last Chairman of the HKCAA, continues to lead the new HKCAAVQ.
